Dark Watcher introduces the world of the Lightbringers and Circle Lightfall, the organization responsible for Watchers. Theodora Morgan, a psychic whose element is Earth, owns a small occult shop in Saint City. Assisted by her friends, she also works magic, and is possessed of the ability to heal. The healing takes a toll on her, but is an involuntary side-effect of her nature.
Enter Dante, a Watcher from Circle Lightfall. He was once an infantryman in a war (which war, we are not told) and came back with shellshock. Saved by a Lightbringer, he joined the Watchers, and is sent to Watch Theo because the Crusade has found out about her. What the Crusade does best is kill psychics, and it's Dante's job to make sure that doesn't happen. His backup for this mission is Hanson, the Watcher featured in the second book of the series, Storm Watcher.
Complicating this straightforward mission is the fact that Theo's "glow" doesn't hurt him. Unfortunately, he has no time to mull this over, as the action quickly shifts to fighting off any number of predators, including the Crusade, that would love to make Theo a quick snack.
